Fish and Wildlife Electronic Licensing System support & development RFP/contract

Description

Problem Statement

Current contract with Aspira expired 12/3/23 and is working under the first of 4 1-year extensions. The program also desires updates/upgrades to functionality and scope expanding on the current 650,000 annual transactions. Finally, there is need to transition to a transaction-based pricing model that can eliminate the need to budget for annual costs under the contract.

Project Justification

Th ELS system is an enterprise foundational system for F&W handling 650,00 transactions per year, calling for high reliability, responsiveness and ongoing adaptability that DEP cannot provide internally and that must be in place ahead of the current contract extension end date

Meeting today with Jim B. Karen Anselmo, Barb Stoff, Kim Springer & Knute Jensen. Meeting was to check in on the needed OIT approvals and process going forward as Barb prepares the RFP document. Barb has the latest treasury template for the SOW, and will next submit a TIP when the RFP/SOW is more completely scoped. Knute requested a tactical plan # from Jim M. in order to put that into the TIP form. We clarified the SAR steps will follow from the TIP and eventual vendor submissions.

We also discussed the potential for leveraging common needs in parks and to add to the RFP must- or should-have elements for promoting, cross-selling and connecting with other agency technology and software such as with open APIs (the veterans API was one example).
