Enforcement Letter Builder Template Updates

Description

Make necessary modifications to the following:

(1) Inspection Report Cover Letters for each Bureau.
(2) Notice of Violation Cover Letters for each Bureau.
(3) Notices of Violations generated using the PI’s violation list.
(4) Formal Enforcement Action Cover Letters for each Bureau.
(5) Formal Enforcement Actions for each Bureau using the PI’s violation list.

Problem Statement

The project aims to enhance the existing Letter Builder templates used by the Division of Water Enforcement to generate Word documents. Once this project is completed, the updates will streamline the creation of documents such as Notices of Violation, Inspection Report Cover Letters, and Administrative Consent Orders. This enhancement is vital to increase the efficiency of document preparation, allowing staff to save time and focus on other essential tasks within the workflow.

Project Justification

Currently, the Letter Builder templates do not reflect the latest legal language updated after our divisional regulatory officer joined the program. DWE also has a dedicated unit for drafting enforcement actions. By integrating the revised language into the templates, DWE can expedite the processing and issuance of enforcement-related documents. This is the #1 project priority for DWE.

Target Rollout Date Reason

The anticipated completion date is July 1, 2027. Completing the project by this deadline will allow the program to adopt a more efficient and time-saving document creation process in the next fiscal year. If the project is not finalized by then, the delay will hinder document writing efficiency, limiting staff availability for other tasks related to public and environmental health.

  1. I’m trying to follow up with the program if the legal language they are requesting was supported by the AC office. Waiting to hear back.

  2. Also asked for a list of templates that they are asking to be changed and whether that template just requires text changes or inclusion of new data elements. Will hopefully upload a list once I receive so that you can see the scope of what is being asked.

Kevin Mauro from Enforcement is going to talk to Linda about trying to recruit someone from the other WRM Divisions to help get this done internally if possible. I have my doubts if the other Divisions are willing to commit resources to get this straightened out for Enforcement. Thinking eventually we will be coming to DOIT about having CGI do the work. [Will fill in more details as I learn more.]
