Permit Transparency Web Dashboard (PATS)
Description
Create a public web dashboard to allow the public to search for on-going permit applications, see the status of the permit review, permit status, anticipated permit decision date. Commissioner would like something similar to the State of VA site https://permits.virginia.gov/
Need to have a front end to allow user to search NJEMS for PI(s) that have “permit” activities, and then select the permit(s) that they want to see the status of. Need a Tableau dashboard to visualize the NJEMS Activity Tracking Clock data for the chosen activities

Notes from 1/23/2026 Meeting with VADEQ on VPT/PEEP:
Who built it? Built internally for surface water impacts initially as POC and took 1 year then expanded to 12 other permitting programs then brought in data management system vendor to expand to other 12 permitting programs. Vendor is Captech for Peep and VPT
Cost by vendor? $3.5mil for vendor services and app development
Technology used front end and back end? .NET front ORA back, PEEP uses Tableau Cloud and Tableau on-prem VPT uses embedded graphics
How many data sources? One env data management system stores data and feeds PEEP database and VPT database
Are you using a datamart? Yes data for peep is loaded nightly
Are any permit types not available for DEQ? Not all permit applications are in Peep or VPT. Initial permits are there but mods and renewal are not.
Historical data? Data is only decisions for past 30days plus all in-process.
Number of users/mo? Not sure and do not know if people are using VPT and PEEP. They think it is primarily PEEP.
Challenges? Big on Change Management for standardizing work processes
PEEP - Gotta look at this! It uses Tableau workbooks and VPT uses Power BI.
