Rad Secure PDF availability in additional activity types

Problem Statement
Ability to save PDFs under RMR, RAG, and RWT activity types and have them visible only to Program (Rad Materials) staff. This is already possible for RAD activities. Staff need to be able to upload PDFs into Radioactive Materials
Program activities in NJEMS. Project IPTD-305 allowed staff to
create RAD LICENSE PDFs under RAD activities. We would like this
same functionality for RMR, RAG, and RWT activity types.

Project Justification
We are currently using paper files because we can’t upload PDFs into
NJEMS for these activity types due to our requirement to limit the
audience to Rad Materials Program staff. This makes things difficult
for staff working from home or in the field. We would like to have documents stored securely electronically
under the activities they relate to. The alternative is continuing to
print out documents that there is not reason to have hard copy or
to store them on the shared drive, which isn’t particularly secure.
