[DW-VG4] SET button do nothing in PTZ control *NON-ISSUE*

Description

PTZ control panel SPEED 옆에 있는 SET 버튼을 안누르고도 저장 전 후로 Speed가 적용됩니다. 그래서 현재 SET 버튼의 역할이 없습니다. (DVR에서는 SET을 눌러야 스피드가 적용됩니다.)
