[C3 CMS] Event server site configuration changes do not update NON-ISSUE

F/W: v1.5.3.4

Model: DW-VG49

The original site connection that was saved with the IP address changed. The Event server was still updating live with the old IP address. It is the only site saved on C3.

Event Server에서의 IP Address 정보는 SITE 등록된 IP Address 정보로 보여집니다.
> Recorder 에서 C3cms 쪽으로만 활성화 되면, C3CMS에서 Recorder 연결유무와 관계없습니다.
따라서, SITE 정보가 변경되면 C3CMS SITE 정보 변경하고, Event Server 를 완전히 종료했다가 다시 실행해야 변경된 IP Address 정보로 보여집니다.
