[DW-VA1G4] After Factory default, Setting PW on the web make null value to the PW hint.

Description

Factory default 후 Web에서 초기 패스워드를 설정할 때, PW hint를 입력하지 않으면 PW hint로 Null 값이 들어갑니다.
