When clicking and making changes in the Startup Wizard, but not saving those changes, the changes are still being saved unexpectedly.

Steps to Reproduce:

1. Go to the Startup Wizard.

2. Click on anything and make a change (e.g., LANGUAGE → Korean).

   1. 

3. Do not save the changes! Click next.

4. Change automatically applies.

Expected Behavior: Changes should not be saved unless the user explicitly clicks the "APPLY" button.

Actual Behavior: Changes are saved automatically without user confirmation.
