[DW-VG4] Changes made in the Startup Wizard are saved even when not applied *NO CHANGE REQUIRED*
Description
DW-VG416 FW; 1.5.5.4 & 0.5.5.72
LOCAL ONLY
When clicking and making changes in the Startup Wizard, but not saving those changes, the changes are still being saved unexpectedly.
Steps to Reproduce:

Go to the Startup Wizard.

Click on anything and make a change (e.g., LANGUAGE → Korean).

Do not save the changes! Click next.

Change automatically applies.
Expected Behavior: Changes should not be saved unless the user explicitly clicks the "APPLY" button.
Actual Behavior: Changes are saved automatically without user confirmation.
