[DW-VA1P] local non-admin user can listen to covert channel audio

LOCAL DVR USER - NON ADMIN

Local non-admin users can listen to live audio from a covert channel on DVR. Smart web viewer blocks it.

Steps to Reproduce:

As an admin, enable audio on a covert channel on the DVR.
Log out of the admin account.
Log in as a non-admin user.
The user will not be able to see the video feed but will be able to hear the audio from the covert channel.
Verify that Smart Web Viewer is blocking the video and audio.
