[DW-VA1G4] Generate certificate fail on the local side right after f/w upgrade
Description
* 1.0.13.11 이전 버전들에서도 발생
펌웨어 업그레이드 직후 로컬에서 Network > Maintenance에서 Certificate Generate을 하면 실패합니다.
웹에서는 잘 생성되고, 웹에서 한번 생성한 뒤로는 로컬에서도 정상적으로 동작하기 시작합니다.
