[DW-VA1G4] (Web) Buttons get bigger when user go to the menu that no permission

(Existed issue)

For example, with the user without SYSTEM menu permission

go to the SYSTEM > HDD menu and go to the DEVICE > PTZ menu then buttons get bigger.
