New NJPDES/TWA Submittal RSP Service

Description

This project involves the development of a new RSP service to allow for our permittees to electronically submit documents that are required by NJPDES permits/activities or TWAs to comply with their permit. Upgrade NJEMS to allow for the storage and automatic data maintenance associated with the submissions. Documents may be submitted via web forms and/or a document upload feature. Upgrade NJEMs and RSP services to allow for electronic document submissions by our permittees.

The RSP service and NJEMS enhancements should...
a. Allow clients to satisfy permit submittal requirements by uploading reports via the Attachment Upload window
b. Allow for the uploading of reports or correspondence integral to the implementation of the NJPDES permit or TWA, that are not necessarily tied to a permit submittal requirement
c. Update permit/TWA submittal NJEMS activity tracking tasks with the date of the submittal certification.
d. Allow the client to view all of their submittal requirements and allow them to check off which one they are reporting on.
e. Recognize and enforce specific mandatory report requirements based on the NJPDES permit or TWA chosen.
f. Improve the Attachment Upload interface to be more intuitive to the user.
g. Upon migration into NJEMS send an email to the case manager and/or bureau chief of the permit to inform them of the submittal, this can be done by leveraging existing email functions.

Examples of information that should be accepted by the RSP/NJEMS include, but are not limited to, (1) Water Quality Study Reports, (2) No Exposure Certifications, (3) Delegated Local Agency Annual Grace Reports, (4) Surface Water PMP Reports, (5) WET reports, and (6) CSO Long Term Control Plan (LTCP) documents.

The Facility Submittal service currently in production for some programs may be leveraged and enhanced to accomodate our needs regarding this project.

Project Justification

Permittees are often required to submit documents to the Department to satisfy conditions of their permit or TWA. These submission are either (1) submitted in hard copy, scanned by Department staff, and uploaded to NJEMS, (2) submitted electronically via email and then uploaded by Department staff into NJEMS, or (3) submitted in hard copy and retained in paper format in Department files. An new RSP service that accepts these documents electronically, automatically loads the documents into appropriate NJEMS locations, and automatically populates NJEMS data fields with the appropriate information (e.g. activity tracking tasks) when necessary, would enhance the management and recordkeeping associated with these types of submissions. The NJPDES regulations at NJAC 7:14A - 2.11(b) allow for the electronic submission of such documents.

Met with Jason Lonardo and his group.  They have decided that the project: 119 – New NJPDES/TWA Submittal RSP Service is no longer needed.  Reason being …

  • This isn’t a critical need.

  • They think this may have been an antiquated request/project that got put on the list prior to any of the current players being in their roles.

  • There is already a tool that could potentially address most of the requirements they need for handling attachments.

7/6 still waiting in estimates. CGI speaking to Carrollton about possibility of getting on T-3121 contract.  Waiting for info on Well Wizards – was sent. We did purchase EMD (Data model and data structure…DSKMTB table) and JTap (RSP) through CGI. NJEMS is now on Pega so can’t we access CGI like Carrolton.
