Pesticide Systems Modernization Project (Phase II)

Description

Complete modernization of both PAS/PPS. Plan is to use existing database structure and make only minor modifications when needed. Bulk of the work will be done on the screen inputs and the logic that drives their functionality.

Problem Statement

A complete modernization of the Pesticide Applicator System (PAS) and Pesticide Product System (PPS) are required due to the outdated technology on which these systems were built. PAS is approaching 27 years old, and PPS is near 25 years old. In addition, the Bureau of Pesticide Control has identified dozens of pain point issues related to the Graphical User Interfaces (GUI) that if corrected, would help these data systems run more efficiently. This modernization project will be split into 3 phases. Phase 1 will be a detailed Needs Assessment conducted by the Contractor Specialty Systems in preparation of Phase 2. This has already been completed. Based on the Needs Assessment from Phase 1, the development phase of PAS/PPS will be conducted in Phase II. Phase III shall revolve around automation of external web forms by the Pesticide Applicator user community.

Project Justification

These systems server over 18,000 pesticide applicators throughout NJ. State regulations require that we track and manage licensing aspects related to the pesticide user community.

PAS/PPS Sole Source Waiver has been approved. Now waiting on Specialty Systems to propose a schedule for work.

Treasury has granted Pre-Waiver approval. Procurement has now submitted the entire waiver package to go through official review.

All waiver documents have been completed, vendor forms are up to date, and supplemental documentation has been provided. Notified Josephine Clark on 6/24/25 that everything for the waiver application is completed and ready for her review. Awaiting next steps based on Josephine’s guidance.

Received a proposal and quote from Specialty Systems on 11/15/24. Reviewed/commented and sent out to WMSPC and DOIT team to provide feedback n 11/18/24 with a target of responding back to Specialty Systems on 11/27/24.
