DAQRP Legacy Systems Modernization Roadmap

Description

Contract with vendor Carrollton to complete a Modernization Roadmap document to help plan out and scope the broader systems modernization efforts through a three-phase engagement designed to deliver maximum value and minimize risk:
• Phase 1 – Discovery & Assessment: A thorough investigation of existing systems, business
processes, pain points, interdependencies, and infrastructure to establish a complete understanding
of the current state across all three DAQRP systems.
• Phase 2 – Modernization Roadmap & Recommendations: Delivery of a detailed roadmap
document including platform recommendations (with Pega as the recommended solution),
modernization strategy, infrastructure needs, timeline estimates, and cost projections to support
funding justification and vendor contracting decisions.
• Phase 3 – Proof of Concept (POC) Development: Construction of three functional proof-of-concept
applications demonstrating how Pega can address DAQRP’s core workflows, validating the
roadmap recommendations with working software.

Problem Statement

DAQRP currently manages three mission-critical program systems built on Oracle Forms front ends with Oracle database backends: the Release Prevention System/Toxic Catastrophe Prevention Act - TCPA/Right to Know - RTK/ Discharge, Prevention, Containment, and Countermeasure - DPCC (FACITS),
the Environmental Radiation System (RADON), and the X-Ray Compliance System (XRAY). These
systems face growing challenges including declining vendor support, limited self-service capabilities, high
manual data entry burden, outdated Oracle Forms and Reports infrastructure (currently at version
12.2.1.4), and aging technology that restricts the Division’s ability to modernize workflows and improve
efficiency.

A Modernization Roadmap is needed to help plan and scope the broader systems modernization projects

Project Justification

DAQRP's aging information systems are built on Oracle Forms which is no longer supported, and was built by the vendor Systemetrix which is no longer viable and unable to fully support the existing systems. Modernization of these systems to a newer supported platform is required for long term sustainability.
