The user sees \"Failed to load approval data\". The same happens on Activity, on condition \"Show usages\" and in the export when a JQL filter is active.\n\nCause\n\nThe filter resolves the JQL to a list of work items in the browser and sent that list in the address of the request. With about 1000 work items the address passed the 16 KB limit of the server and the request was rejected.\n\nChange\n\n-\nThe filters are sent in the body of a POST request instead of the address. This covers:\n\n-\napprovals lists: admin view, space view, My overview, work item view, JSM portal, gadget table;\n\n-\ngadget chart and KPI requests;\n\n-\nActivity: global, work item and JSM portal;\n\n-\ncondition \"Show usages\";\n\n-\nexports: approvals, activity and the gadget table.\n\n-\nThese requests are always sent this way, with or without a JQL filter.\n\n-\nThe JQL result limit goes from 1000 to 5000 work items. Above that the first 5000 are used and the flag \"Showing the first 5000 matching work items. Refine your JQL to narrow the results.\" is shown.\n\n-\nThe server rejects a request that carries more than 5000 work items, or more than 50 date filters (400). The address limit used to bound these values; a request body does not.\n\n-\nThe old GET form of these requests is still accepted, so tabs opened before the release keep working.\n\nFixes included\n\n-\nSaved filters, gadget configuration and the chart drill-down link stored the list of work items the JQL matched at the moment of saving. With 5000 work items that list no longer fits in what Jira allows an app to store (about 32 KB), so saving a filter or a gadget would fail. They now store only the JQL text and run it when the filter is applied, the gadget loads or refreshes, or the link is opened. All saved filters are stored together, so the lists kept by filters saved earlier are removed the next time any filter is saved, edited or deleted.\n\n-\nTo learn whether a result was cut at the limit, the JQL search downloaded a whole extra page of results. It now asks for one more work item only.\n\n-\nEach list response repeated the list of work items three times. It is now sent once.\n\n-\nCondition \"Show usages\" with a JQL that matches no work item listed all usages. It now lists none.\n\nBehaviour changes\n\n-\nA saved filter with a JQL shows what the JQL matches when the filter is applied, for the user who applies it. Before, it showed the work items the JQL matched for its author when the filter was saved. Applying such a filter makes one Jira search. If the JQL cannot be run, an error flag with Jira's message is shown and the filter is not applied.\n\n-\nA gadget with a JQL runs it as the viewer when the gadget loads and on every refresh (automatic or the dashboard's Refresh), so new matching work items appear without reloading the page. Each load and refresh of such a gadget makes one Jira search. A viewer for whom the JQL cannot be run (for example it names a space the viewer cannot see, which Jira rejects) sees \"Couldn't apply the JQL filter\" with Jira's message instead of the gadget; the next refresh tries again. Above 5000 work items the gadget uses the first 5000 without a flag on the dashboard; the editor shows the flag when it opens.\n\n-\nA chart drill-down link opens the approvals list and runs the JQL there. If it cannot be run, an error flag is shown and the remaining filters of the link are applied.\n\n-\nFilters and gadgets saved before the release keep working: the stored list is ignored and the JQL is run again. Drill-down links created before the release still carry their list and open as before.\n\n-\nA tab opened before the release exports with the default columns until it is reloaded.\n\n-\nError logs of these requests no longer contain the filters, because they are no longer part of the address.\n\nOut of scope\n\n-\nConfluence has no JQL filter. Its lists, Activity and exports use the same requests and were moved to POST with them.\n\n-\nThe Activity export ignores every filter of the page, the JQL included, and exports all activity. This predates this ticket and needs its own.\n\nAcceptance criteria\n\n-\nA JQL that returns up to 5000 work items loads the list on: Approvals (admin view, space view, My overview, JSM portal, gadget), Activity, condition \"Show usages\".\n\n-\nExport with an active JQL filter that returns more than 1000 work items completes and matches the list.\n\n-\nIt works with long work item ids (7-8 digits).\n\n-\nAbove 5000 work items the flag \"Showing the first 5000 matching work items…\" is shown and the first 5000 are used.\n\n-\nPagination, sorting and the other filters work together with the JQL as today.\n\n-\nWithout a JQL filter the lists and the export behave as today.\n\n-\nA saved filter and a gadget with a JQL that returns 5000 work items can be saved, reloaded and used (fix 1).\n\n-\nBefore the release, the time to load the list and the export with 5000 work items is measured on a large site. If it is not acceptable the limit is lowered. The result goes into a comment on this ticket.\n\nTiming reference\n\nMeasured locally on generated data, not on a customer site: one site with 431,904 approvals on 59,565 work items, PostgreSQL 14 on a developer laptop, JQL filter of 5000 work items matching 33,614 approvals. Database time only.\n\n-\nList, status Ongoing: count 36 ms, page 162 ms.\n\n-\nList, any status: count 139 ms, page 869 ms (page 100: 906 ms).\n\n-\nExport, any status, 20,000 rows: 893 ms.\n\n-\nActivity: count 686 ms, page 793 ms.\n\n-\nChart (count by status, count by month created): 133 ms.\n\n-\nFor comparison, the same list without the JQL filter, any status: count 438 ms, page 6.7 s. The filter narrows the data, so it makes these queries faster, not slower.\n\n-\nThe 5000 work items add about 55 KB to each request.\n\n-\nResolving a JQL of 5,110 work items in the browser takes two Jira searches (5000 + 1), about 0.6 s on the test site.\n\nThe measurement on a large customer-like site stays a step before the release.\n\nVerified on a dev site\n\nChecked on 2026-10-13 on a developer's Jira site (local build through a tunnel, admin user) with a JQL that matches 5,110 work items. Totals were compared with the database.\n\n-\nAdmin list: 116 approvals and the flag. No flag at exactly 5000 matches, flag at 5001.\n\n-\nPaging to the last page, sorting, and the Status and Priority filters together with the JQL. The list without a JQL as before.\n\n-\nSpace view, Activity, My overview, Overview, the work item panel (approvals and activity) and \"Show usages\" load with and without the JQL.\n\n-\nApprovals export and gadget table export: as many rows as the list; hidden and added columns respected.\n\n-\nSaved filter with the big JQL saves and applies on a fresh page.\n\n-\nGadget: the stored configuration holds only the JQL; table and bar chart work after a reload and the dashboard's Refresh; the editor shows the flag; a bar's drill-down opens the list with the same count, and its address carries only the JQL.\n\n-\n\"Show usages\" with a JQL that matches nothing shows no usages (fix 4).\n\n-\n5000 ids of 8 digits: rejected in the address (400), accepted in a POST body.\n\nManual tester notes\n\nNot covered on the dev site:\n\n-\nJSM portal list and Activity (the dev site's portal does not open).\n\n-\nConfluence lists, Activity on a page and exports.\n\n-\nSaved before the release: apply an old saved filter with a JQL; save, edit or delete any filter and apply an old one again; edit and save an old gadget. Best on a site with many saved filters.\n\n-\nOther users: open a gadget as a user who cannot see a space named in its JQL; it shows \"Couldn't apply the JQL filter\" and the next refresh tries again. A JSM customer's lists.\n\n-\nKPI gadget with a JQL.\n\n-\nGadget refresh: refresh every minute, start an approval on a new work item matching the JQL, wait; the gadget includes it.\n\n-\nSaved filter whose JQL no longer runs (for example a renamed custom field): an error flag, the list keeps its previous filters.\n\n-\nA tab opened before the release: the list loads; the export uses the default columns until the tab is reloaded.\n\n-\nTiming on a large site (acceptance criterion).\n\nSmoke on qa (its own proxy and the deployed build):\n\n-\nOne list with a JQL over 1000 work items. In the browser's network panel the request is a POST whose address holds only jwt, collectionId and referenceId.\n\n-\nOne approvals export with custom columns; its row count equals the list's total.\n\n-\nOne gadget with a JQL, and a drill-down from it.\n\nTest data:\n\n-\nThe JQL filter counts only work items that have the Approval Path property (approvalPathQa on qa); a work item gets it when an approval is started on it.\n\n-\nFor thousands of work items, use a throwaway project: create them in bulk, then set the property on them with PUT /rest/api/3/issue/properties/approvalPathQa (filter.entityIds, at most 1000 ids per call, value {\"definitionIds\": [<any definition id>]}). Delete the project afterwards.\n\n-\nA JQL like project in (<project with approvals>, <throwaway project>) ORDER BY project DESC keeps the work items with real approvals inside the first 5000.⟦/4a9be325⟧","origin":"issue description"},"fields":[{"id":"priority","name":{"untrusted":"⟦4a9be325⟧Priority⟦/4a9be325⟧","origin":"field name set by a Jira admin"},"value":{"untrusted":"⟦4a9be325⟧Priority: MediumMedium⟦/4a9be325⟧","origin":"field value"}}],"attachments":[],"comments":{"total":0,"items":[]}}},"actions":[],"unavailableActions":[],"reminder":"End of data.
