Several options do not say what they really do, or do not follow the other levels.\n\nRequired comments (the original report):\n\n-\nA comment is required only when the action is selected in global settings (Settings > Actions > Required comments) and also on the step. The global texts (\"Actions that cannot be submitted without a comment.\", \"Require comments on all actions\") suggest the global option alone is enough. Admins turn it on and approvers still decide without a comment.\n\n-\nOn the step the section is \"Add comment on action\", \"Configure on which action/s a comment will be added.\" It reads like adding a comment, not requiring one.\n\n-\nGaps that remain after AP-2450 unified the server rule (global action and decided step, on every channel):\n\n-\nVote steps have no required comments. Moderator decisions never need a comment.\n\n-\nAn email step whose address is read from a field when the step starts loses its required comments.\n\n-\nA decision request without a step is not refused.\n\n-\nIn the step section, clicking the \"all\" checkbox while some actions are selected clears all of them (in global settings it selects all). The step says \"Reject\", global says \"Rejection\". Abstain is offered when Abstain is off globally. The section shows on Notification steps, which nobody decides.\n\nOptions that do not follow the other levels:\n\n-\n\"Start with parameters\" does not prefill Abstain, JSM public comments, \"Approve the current page version\" and the re-approval statuses from the definition. Starting without touching them gives a different approval than \"Start\".\n\n-\nJSM public comments ignore the global \"Public comment visibility\" switch on the definition and on the parameters page. A starter can make the app's comments public with the global switch off. The option is shown only when the mechanism is Jira notification, but its value applies with every mechanism.\n\n-\nGlobal validity \"Required\" or \"Custom\" is not applied when approvals start from definitions saved earlier with validity off. The definitions list shows validity on for them.\n\n-\nAfter the global validity maximum is lowered, definitions whose period is now above it fail to start (\"Date cannot exceed max period…\"), workflow starts included.\n\n-\nWith global \"Dynamic user field steps\" off, a step saved earlier with \"Keep this step in awaiting state\" still waits for its field. Nothing fills it while the option is off, so the approval never moves on.\n\n-\nSaving a definition while a global option is off clears the definition's own value: Abstain, JSM public comments, page version and statuses, reminders. Turning the global option back on does not bring them back.\n\n-\nWith global page versioning \"Required\", definitions created before it cannot keep re-approval statuses: the select is hidden and saving clears them. Their approvals are tied to the page version but never re-approved.\n\n-\nGlobal re-approval statuses offer \"Incomplete\". The definition and the parameters page do not, so it is invisible there and lost on edit.\n\n-\nRerun after a page change, manual rerun and \"Relaunch approval (same definition version)\" are meant to keep the approval's name, reminders, Abstain, page version and deadline. Since AP-1961 they take the definition's settings instead, and drop an Optional deadline. Priority and public comments are not kept at all.\n\n-\nThe default deadline on the parameters page uses the definition's setting even when the global one is stricter, adds one hour, and counts a month as 30 days. When the default equals the maximum, starting with the default fails. \"1 month maximum, 30 days default\" fails every start in February, quick and workflow starts included.\n\n-\nNumbers are limited only in the browser. Reminder interval, deadline and validity periods accept 0, negative or huge values through the API. A negative global default makes starts fail. An empty reminder interval on the parameters page saves reminders as on, but none are sent.\n\n-\nThe validity date and period sent at start are applied for every starter, also for users without the Parametrize permission and for JSM customers, and the period is never checked against the maximum.\n\n-\nEditing \"Valid until\" on a running approval offers dates up to the global maximum. The server checks the stricter definition maximum and rejects them.\n\n-\nWork item field steps lose \"Notify watchers when this step is decided\" (group field at start, fields read when the step starts, users added when the field changes) and, when read at step start, \"Required in parallel group\".\n\n-\nAI Prompt steps can be marked required in a Custom parallel group; the mark is not saved.\n\nTexts that do not match what the option does:\n\n-\nAbstain: \"Once enabled, Abstain button will appear…\". It also needs the definition's option. One option has three names: \"Enable abstain action\", \"Allow Abstain action\", \"Allow Abstain approval\".\n\n-\n\"Enable quick action buttons\" says it enables deciding from the list. It shows the buttons in each row and in the home feed; deciding on selected rows works without it.\n\n-\n\"Enable user / email steps updates\" says approval creators can change users. It also needs \"Allow change of the user during the process\" on the step and the Start approval permission, and does not apply to work item field steps.\n\n-\nPage versioning says all approvals are marked outdated after a page change. Only approvals started with \"Approve the current page version\" are. The options Enabled / Set as default / Required / Disabled are not explained.\n\n-\nDefinition \"JSM public comments enabled\" promises customers see comments; it also needs the global switch.\n\n-\nDefinition \"Default deadline\" is shown under Optional without saying it is only a suggestion for the starter. Validity Optional and Required behave the same once an approval completes.\n\n-\nReminders on the definition: \"Allows customisation on approval level.\" does not say what the option does. The same setting has different names on each level (creator in reminders, maximum deadline period, validity period).\n\n-\nGlobal expiration says the default period limits lower levels; only the type and the Custom maximum do. The error \"Default expiration interval cannot exceed custom limit.\" gives no values.\n\n-\n\"Enable in Settings > General > Approval Conditions\": the section is now \"Conditions\".\n\nChange\n\nRequired comments:\n\n-\nGlobal settings, Settings > Actions > Required comments:\n\n-\nTooltip: \"Actions that steps can require a comment for. Approval also covers Consent.\"\n\n-\n\"All\" checkbox: \"Allow steps to require comments on all actions\".\n\n-\nDescription: \"A comment is required only on steps that also select the action in their Required comments section. Steps can select only the actions enabled here.\"\n\n-\nStep section on User, Group, Email and Vote steps:\n\n-\nName: \"Required comments\". Tooltip: \"Selected actions cannot be submitted on this step without a comment.\"\n\n-\n\"All\" checkbox: \"Require comments on all actions\". It works like the global one: checked only when all are, a click in the partial state selects all.\n\n-\nActions: \"Approval\", \"Rejection\", \"Abstain\". Each is shown only when it is enabled in global settings; Abstain also only when Abstain is enabled globally.\n\n-\nHidden on Notification steps.\n\n-\nThe rule itself is AP-2450's and does not change: the action enabled globally and selected on the step being decided, on every channel, Consent as Approval, delegates like the approver, blank comments not counted.\n\n-\nA decision request without a step is refused.\n\n-\nVote steps get the section. It applies to the moderator's Approve, Reject and Abstain on every channel (Rovo and Web API included); votes never need a comment.\n\n-\nEmail steps read from a field when the step starts keep their required comments and watcher setting.\n\nOptions across levels (numbers match the Problem list):\n\n-\n\"Start with parameters\" prefills Abstain, JSM public comments, page version and statuses from the definition.\n\n-\nThe global JSM switch is sent to the definition and parameters pages. With it off, the option is shown disabled with \"Turned off in Settings > JSM\". It is shown with every mechanism. A value sent at start is used only when the global switch is on.\n\n-\nAt start, global validity \"Required\" or \"Custom\" applies to definitions saved with validity off, using the global default period. On expiry their approvals only notify. Same rule when the approval completes.\n\n-\nA definition keeps its own validity period; a date after the current maximum is reduced to the maximum, at start and when the approval completes. A definition with a specific date after the maximum fails with a message that names the definition and both dates.\n\n-\nWith global \"Dynamic user field steps\" off, a step with an empty field is skipped, as for any other empty field. Approvals already waiting are not changed.\n\n-\nSaving a definition keeps the stored values of options hidden by global settings.\n\n-\nUnder global \"Required\", the definition shows the statuses select, and saving keeps page version on.\n\n-\n\"Incomplete\" is offered as a re-approval status on the definition and parameters page.\n\n-\nReruns and relaunch keep the approval's name, priority, reminders (creator included), Abstain, page version and statuses, JSM public comments and deadline period. Steps come from the definition as today. Kept values are limited by the current settings: an option turned off globally or on the definition since then is off, and the deadline is reduced to the current maximum.\n\n-\nThe parameters page takes the default deadline from the stricter of the definition and global settings, without the extra hour, with calendar months and years in the user's time zone, and never after the maximum. A deadline after the maximum, chosen or computed, is reduced to the maximum instead of failing the start (quick, workflow, Web API and Rovo starts included).\n\n-\nThe server accepts reminder intervals and periods from 1 to 100; a default must not exceed the maximum. Values out of range are refused with a message naming the value. At start only values from the request are checked, so existing definitions keep starting.\n\n-\nThe validity date and period sent at start are used only for starters who may parametrize; the period must be 1 or more and within the maximum. A definition with validity off, while global validity is Optional, offers no validity date when starting.\n\n-\nThe \"Valid until\" dialog loads the maximum the server checks.\n\n-\nField steps keep both settings of the definition step in every case.\n\n-\nAI Prompt steps cannot be marked required: they always end approved, also when the AI call fails.\n\nTexts:\n\n-\nAbstain, global: \"Adds the Abstain action to approvals whose definition has Allow Abstain action.\" The parameters page says \"Allow Abstain action\".\n\n-\nQuick action buttons: \"Shows the decision buttons in each row of the approvals list and on the home feed.\"\n\n-\nUser / email steps updates: say only the user who started the approval can change the user, the step needs \"Allow change of the user during the process\", and that user needs the Start approval permission; work item field steps are not covered.\n\n-\nPage versioning: only approvals started with \"Approve the current page version\" are marked outdated. Each option explained: Enabled (off by default), Set as default (on by default), Required (always on), Disabled (off).\n\n-\nDefinition JSM public comments, Default deadline under Optional, validity Optional/Required, reminders tooltip: say what they do.\n\n-\nThe same setting has the same name on every level.\n\n-\nGlobal expiration: only the type and the Custom maximum limit lower levels. The error names the values.\n\n-\n\"Settings > General > Conditions\".\n\nOut of scope\n\n-\nWeb API create ignoring the options in the request: AP-2488.\n\n-\nOther findings of the review (access checks, notifications, permissions page, step runtime) have their own tickets.\n\n-\nApprovals already stuck waiting for a field (5) are not repaired.\n\n-\nAlready done in AP-2380: \"Start\" uses the definition's priority; manual starts are refused when manual initiation is off globally.\n\nAcceptance criteria\n\n-\nRequired comments:\n\n-\nThe global and step texts are as in Change. The global description names the step section \"Required comments\".\n\n-\nA decision request without a step is refused.\n\n-\nA vote step with Approval required refuses the moderator's Approve without a comment on every channel; votes go through.\n\n-\nAn email step read from a field when the step starts keeps its required comments.\n\n-\nThe step section shows only the actions enabled globally, and is hidden on Notification steps.\n\n-\nOptions:\n\n-\n\"Start with parameters\" with untouched fields gives the same approval as \"Start\".\n\n-\nWith the global JSM switch off, no approval gets public comments, whatever the definition or the start request says.\n\n-\nWith global validity Required, a definition saved with validity off starts approvals with validity.\n\n-\nLowering the global validity maximum does not break starts of definitions with a period.\n\n-\nWith global dynamic user field steps off, an approval with an empty field step moves on.\n\n-\nSaving a definition while abstain, reminders, JSM or page versioning are off globally keeps their values.\n\n-\nUnder global page versioning Required, re-approval statuses can be set and are kept.\n\n-\n\"Incomplete\" can be selected and is kept on the definition.\n\n-\nRerun and relaunch keep the approval's options listed in Change, within the current settings.\n\n-\nWith default deadline equal to the maximum, \"Start with parameters\" with untouched fields works; \"1 month\" maximum with \"30 days\" default works in February.\n\n-\nOut-of-range numbers are refused by the server on global settings, definitions and start.\n\n-\nA user without Parametrize, or a JSM customer, cannot set the validity date or period with a crafted request.\n\n-\nThe \"Valid until\" dialog does not offer dates the server rejects.\n\n-\nField steps keep the watcher setting and \"Required in parallel group\", read at start or at step start, and for users added when the field changes.\n\n-\nAI Prompt steps do not offer \"Mark as required\".\n\n-\nTexts: every text listed in Change matches what the option does, in Jira and Confluence.\n\nManual tester notes\n\n-\nRequired comments: the step section texts and \"all\" checkbox; a vote step moderator in the panel, Slack, Rovo and the Web API with Approval required; an email field step read at step start.\n\n-\nRerun: Confluence page with \"Approve the current page version\", changed name, priority, reminders and deadline; edit the page and check the new approval.\n\n-\nValidity: set global validity to Required with a definition saved with validity off; lower the global maximum below a definition's period; start from the work item, the workflow and \"Start with parameters\".\n\n-\nDeadline: default = maximum = 1 week; start with parameters without touching the date.\n\n-\nField steps: Custom group with user and group field steps started with the step, required, watchers off; approve the others, the group waits, watchers get nothing; add a user to the field (dynamic updates on).⟦/2c26fda3⟧","origin":"issue description"},"fields":[{"id":"priority","name":{"untrusted":"⟦2c26fda3⟧Priority⟦/2c26fda3⟧","origin":"field name set by a Jira admin"},"value":{"untrusted":"⟦2c26fda3⟧Priority: MediumMedium⟦/2c26fda3⟧","origin":"field value"}},{"id":"assignee","name":{"untrusted":"⟦2c26fda3⟧Assignee⟦/2c26fda3⟧","origin":"field name set by a Jira admin"},"value":{"untrusted":"⟦2c26fda3⟧Michał Błaszczykowski⟦/2c26fda3⟧","origin":"field value"}},{"id":"reporter","name":{"untrusted":"⟦2c26fda3⟧Reporter⟦/2c26fda3⟧","origin":"field name set by a Jira admin"},"value":{"untrusted":"⟦2c26fda3⟧Kamil Zarychta⟦/2c26fda3⟧","origin":"field value"}},{"id":"labels","name":{"untrusted":"⟦2c26fda3⟧Labels⟦/2c26fda3⟧","origin":"field name set by a Jira admin"},"value":{"untrusted":"⟦2c26fda3⟧docs_update_requiredrelease_notes_worthyroadmap⟦/2c26fda3⟧","origin":"field value"}},{"id":"timetracking","name":{"untrusted":"⟦2c26fda3⟧Time tracking⟦/2c26fda3⟧","origin":"field name set by a Jira admin"},"value":{"untrusted":"⟦2c26fda3⟧1d 4h logged⟦/2c26fda3⟧","origin":"field value"}}],"attachments":[],"comments":{"total":0,"items":[]}}},"actions":[],"unavailableActions":[],"reminder":"End of data.
