The Green Acres into NJEMS effort was separated from Blue Acres effort after the original JAD sessions. Given the complexity of the Green Acres program, subsequent detailed Green Aces JAD sessions were held late August and included the Final Design document (Work Plan 199). Due to size of the effort, development will be done in phases: 1.) State Land Acquisition, 2.) Local & Nonprofit Assistance, 3.) Compliance & Statehouse Commission, 4.) Recreational Trails & Tax Exemption. Each phase will likely have two work plans associated with it (e.g., one for development and UAT, another for JEMR and PROD rollout).
Note: The plan described is subject to change.

DOIT has a draft workplan #193 with CGI (attached) with Closeness of Fit Analysis (COFA) for Green Acres starting in February 2025 (Workplan also addresses Blue Acres). Green Acres provided attached IT Project Sheet and Problems Assessment Worksheet, and is working on a detailed SIPOC analysis of systems of work, expected by end of January, to round out the Assessment Worksheet.

We reviewed the shared need for a comprehensive system update to support both Green and Blue Acres, which DOIT aims to initiate in early 2025 with a closeness of fit analysis under the CGI contract. Much of the needs are anticipated to be satisfied by migrating to NJJEMS and the analysis will generate full recommendations and timing of steps in a roadmap.
Green Acres will continue work through 2024 on migrating their current Access tools to a SQL server back-end, involving useful data clean-up along the way that will serve eventual solutions. A demo of NJEMS to Blue Acres July 23 will include some Green Acres staff to achieve common appreciation of that toolset and begin some thinking about what may be possible. Other toolsets for aspects of grant management were also discussed. eCivis | Grant Management System & Cost Allocation Software and Carrolton’s work previously presented to DEP’s Fed Funds.

We also need to confirm that Green Acres can move ahead without OTPLA who needs to follow for diversions online.
