Public Contract Assistance (PCA) Socially and Economically Disadvantaged (SED) compliance submissions

Description

Find an interim solution (until H2Loans is upgraded) for direct e-submission (not email attachments) of PCS/SED data needed to track compliance with socially and economically disadvantaged requirements of government funded contracts. Any interim solution must account for existing data in the historic Access database and be able to produce summary reporting for third parties (EPA at least). Problem Statement

Expected growth in submissions due to new government funding of $1B (new, mostly water-related projects) will overwhelm the current paper and email attachment process with data manually entered into an outdated/orphaned Access database. The database was previously built and administered within human resources who can no longer support it.

Project Justification

The work by OEOPCA of ensuring involvement by minority and women owned businesses in large, government-funded contracts aligns with priorities for the DEP reflected in EJ efforts and the equity envisioned and expressed in our shift to clean energy.

on 2/24 the program shared their assessment that getting into H2Loans might be possible sooner than previously thought and that they would pursue that solution.

See attached email resulting in the termination of this project idea.
