Need to do a CGI Work Plan for prioritized modernization enhancements needed for full production rollout of all Milestones.

Although Modernization Milestones will be completed and in Pre-prod by 12/31/2024, there remain some critical enhancements needed for full production rollout of all milestones. This will be a targeted and prioritized list of critical Milestone enhancements and production support items, coordinated with the NJEMS Core Team.

Cannot finalize prioritized list until all remaining milestones (10, 11, 12, 13) have been through UAT, and we need that list to begin JAD/Design Phase
