BMWM Laboratory Info Mngmt System (LIMS) - Enhance/Maint/Support

Description

Item 1 – This represents work Carrollton is currently doing to complete UAT and immediate post Go-Live support, including taking over QA work previously assigned to NJDEP.  Carrollton will assist NJDEP throughout the designated Go-Live period to ensure a smooth system launch, promptly addressing any issues or challenges that arise.

Item 2 – This line item is to be used at NJDEP’s discretion on an item-level process whereby items already detailed by NJDEP will be added to the system.  Each item will be estimated with an associated price cost and if approved by NJDEP, billed against this line item.  NJDEP may choose to not fully use this amount for Carrollton services.  Enhancements should be coordinated and consolidated by NJDEP to allow Carrollton to more efficiently schedule and implement the necessary fixes in a timeframe that works for both Carrollton and NJDEP.

Item 3 – This covers our general support activities on a monthly basis. This is an estimate based on previous NJDEP projects.  General support activities include:

·        Weekly log file checking via PDC (Pega Diagnostic Center)

·        Alert resolution

·        Applying any patches or security updates that Pega releases.

·        These support activities will be done across Dev and Test where Carrollton have access.

·        For Prod we will perform the same tasks but work with NJDEP IT to implement appropriate changes and to gain access to logs.

Problem Statement

During the development of the Marine Water Monitoring Laboratory Information Management System, several key enhancements were identified for inclusion in the new system. Originally, the agreement between DEP and Carrollton stipulated that a DEP staff member from BMWM would collaborate with Carrollton's team throughout the development process. However, this DEP staff member is currently on extended sick leave. To address this, the agreement will be updated to assign a Carrollton staff member in their place. Additionally, the funds will be used to support a smooth post-launch transition and ensure the system operates seamlessly.

Project Justification

This agreement/project is a comprehensive strategy for providing Maintenance and Operation (M&O) support and enhancements for the Laboratory Information Management System (LIMS) for the Bureau of Marine Water Management.

Target Rollout Date

1 November 2024

Target Rollout Date Reason

To minimize reliance on one IT centric person that has handled data management at Marine Water for the past 10 years. If rollout isn't completed in a reasonable time, WRM's LTC will then have to step in and take the place of Marine Water's staff member that is out for an extended period of time.
