Fish And Wildlife check accounting update

Description

This project would evaluate the current and expected future use cases for the paper check logging and would consider updates or replacement .

Problem Statement

The current system at https://ep-inet2-hi-e.dep.state.nj.us/dep-intranet/fnwacct/add.asp is not sustainable and recently failed due to an Edge update. A review of the uses of the check logging system will be usful ahead of any effort to update or replace this.


 

Project Justification

F&W accepts paper checks and needs a method and system for tracking these physical transactions to the proper deposit.

Met with Rich today and learned he has some new team members working on a Wordpress replacement that he views as an easier lift than troubleshooting the ongoing problems with the old Access system. Part of the problem is old tech in the web-side of the current interface which includes a read-all-records approach at start-up that is now crashing the system due to large total volume of records. The system was built by DOIT long ago and the approach was not a problem until more recently due to growth of total record counts. The data handling of the current front end makes it insufficient to replace just the back-end with MS SQL Server common with Access upgrades. Wordpress will include a Maria database backend. The replacement is expected in about a month (end of March 2026). I advised Rich not to take on too much feature enhancement due to plans to put Wildlife (and probably Exotic/non-game) permits online with RSP builds. This is currently a higher priority for F&W and being discussed with Jim B’s group. RSP use for these permits should eliminate or replace the current check handling demand. Timing of such a full solution is not clear at this time.

Rich Hyjack has been supporting a need for new users, then an Edge conflict stopped logins. Program is seeking a more permanent solution that is user friendly.

As of February meeting with Kim, the program is satisfied that current system is working. They acknowledge it has faced some issues and Rich H. has had to troubleshoot them. However, the perspective is that this is not a high program priority. The rank (AP-4 as of this writing) rests on perceptions that DOIT has advised getting this addressed due to its lack of stability and inability of Rich to significantly support it.

Note attached email from Rich Hyjack where he states: I’d really like to convert this into something else, as the server and the technology currently being used are very old. I’m wondering if SimpliGov could be used?

There is no IT Project sheet because the program would be happy if this simply keeps working.
