Open Records Act (OPRA) Management does not want to provide UST Registration Submittal PDFs to the public without redacting Financial and PII information on the PDF. Staff would need to redact each one requested, and they don’t have the resources to do it. However, the information on the submittal PDF is highly sought after by the public.

To address, upon migration, create a second submittal PDF with the insurance policy number, Limit of Liability Each "Occurrence" or "Incident", Limit of Liability Aggregate, Limit of Defense Costs, and the Certifier’s challenge question answer replaced with REDACTED or the Redacted symbols currently used ******. The Redacted PDF will migrate to the attachment list. The attachment name will be ‘Redacted UST submittal PDF’. The attachment file name will be Redacted UST submittal PDF concatenated with Pref ID and Activity class and activity ID. Then, that PDF can be provided in Dataminer Reports and Docminer.

Originally this Jira stated the migration of the unredacted submittal PDF will remain unchanged. However, DOIT indicated the PDF that currently is created and is in PDF Out will display to the public in the upcoming docminer app, which is unacceptable.. For the existing submittal PDF, migration currently sets the CONFIDENTIALITY_LEVEL_CODE = 'PUB' in dsk_document_attribute. DOIT confirmed only PUB will show in DocMiner. Therefore for the submittal PDF, migration should set the dsk_document_attribute.CONFIDENTIALITY_LEVEL_CODE = 'CNFR' (Contains Confidential Info – Redaction Required). There should be a system attribute or option for this value.

Financial Information and PII should not be released to the Public.
