Problem Statement

All Incidents are currently created by the Comm Center. When confirming off-site sources of contamination, LSRPs are required to provide specific information to the CC. This information is not always collected by the CC and included in the Incident.

Project Justification

CSRR’s guidance for offsite source investigations has very specific language:

i.e. Call the DEP Hotline (1-877-WARNDEP) and tell the operator, using the specific terms highlighted and underlined below, that you are “reporting a discharge in soil/groundwater/surface water/sediment that is not related to my site under investigation and that the contamination is verified to be from an unknown off site source.” Provide the following information to the DEP Hotline operator even if you are not prompted to do so …
 
CC operators don’t always take this down and have created incidents that are logged in incorrectly. This results in letters to PRCR or property owner and significant effort to unwind issues and calm the involved parties. It can be dramatic, owners threatening to sue because they’ve been “reported”.

In general, there is also confusion when reporting what the compounds of concern are and what media is impacted. This creates inconsistencies in Incidents.
