Architecture Reconnaissance Survey Data Collection/Management AGO

Description

This project will develop and deploy an AGO based field data collection application to allow for delineation of Green Zones, Pink Zones, and Survey Areas on a mobile tablet. The operative data layers are detailed on the attached GIS Data Submittal Forms. For each field session, the general workflow for this application includes: • Pre-field work review of prior Green Zone/Survey Area data, HPO CRGIS data, HPO survey reports, and preliminary delineation of Survey Area polygons for the field session. • Field data collection with program staff reconnaissance survey throughout the delineated survey area: 3 o Delineating areas identified as low potential for historic architecture as new DRAFT Green Zone polygons , o Delineating areas/properties with high-potential for historic architecture as new DRAFT Pink Zone polygons, and o Editing delineated the Survey Areas (expand/reduce) as needed to accurately reflect the areas covered during the field session. o If possible, default values for certain attributes should be pre-filled for each session and automatically applied to the newly created features (Date, Field Staff, Municipality, etc.) o During field sessions, still photographs will be taken by staff using cell phone or tablet cameras, GoPro video will be recorded from each side of the vehicle, and a GPS track will be recorded to document the survey area and enable accurate geocoding of still photography. [Note: photo/video/GPS processing is done outside of the AGO application]. • Post field work review of collected features and editing/clean-up to ensure rectification to the parcel base layer and complete/accurate attributes. Collected data will remain DRAFT until joint HPO/FEMA consultation review and signoff (process TBD).

Problem Statement

Implementation of federal hazard mitigation programs and disaster recovery funding requires consultation under Section 106 of the National Historic Preservation Act (NHPA). The consultation is a bottleneck due to lack of information or access to information about historic sites.

Project Justification

 time constraints and need for rapid response during initial disaster recovery phases does not allow for adequate research, mission planning, and due consideration of the resulting Green Zone delineations. In general, a more deliberative and methodological approach would be desirable. Further, the previously generated Green Zones are now expired as per the general guidance of the PA which dictates a 10-year sunset for these delineations.
