1) Place cargo on ship cargo grid.
2) Turn engines on / transport cargo to next location.
3) Fail to turn off engines (simply pressing "u" is insufficient)
4) Attempt to tractor cargo with ATLS. Unable to snap.
5) Return to pilot's seat, turn off engines.
6) You can now tractor cargo on ship cargo grid with ATLS.

What happened
-------------
Unable to interact with cargo snapped to ship cargo grid with ATLS with ship engines on. Trialed with C2 only thus far.

What should have happened
-------------------------
Should have interacted with cargo grid regardless of engine state.

Workaround
----------
Turn the engines off. Pressing U (by default) is not sufficient.
