2) Get into your hanger
3) Spawn the 400i
4) Retrieve 1 scu boxes from cargo lift
5) Put at least 1 1scu box into the 400i cargo grid using a tractor tool (multi tool)

What happened
-------------
If you are not on the cargo grid (i.e. not standing on the cargo elevator) of the 400i, you can not interact with the 1 scu cargo boxes with you tractor beam

What should have happened
-------------------------
You should be able to manipulate the cargo box with the multi tool tractor beam from within the tools operational distance regardless of if you are standing with the grid

Workaround
----------
Stand with-in the cargo grid
