The Federal eReporting rule, which was adopted on 10/22/15 with an effective date of 12/21/2015, requires regulated entities to electronically submit all POTW Pretreatment Program Annual Reports starting on December 21, 2020 (i.e. Phase 2 of the rule). On January 31, 2020, EPA Administrator Andrew Wheeler signed the "NPDES eRule Phase 2 Extension" proposed rule which proposes extending the compliance deadline for implementation of Phase 2 of the eRule by three years, from December 21, 2020 to December 21, 2023. In order for the State to fulfill its regulatory requirements to be the initial recipient of this information, an RSP service must be developed to accept all necessary information electronically.
