Update Stormwater Construction RSP Service

Description

This project involves modernization of the existing Stormwater Construction RSP service to be consistent with the requirements of the Federal E-Reporting Rule. Data collected via the service must be in a format that is compatible with the federal NJPDES database (ICIS-NPDES). This project will also require the modernization of NJEMS to accommodate the display/storage of any additional data elements and enhance the ICIS-NPDES Data Maintenance software to accommodate flow of the applicable information into ICIS.

Project Justification

The Federal eReporting rule, which was adopted on 10/22/15 with an effective date of 12/21/2015, requires regulated entities to electronically submit all general permit authorization applications (termed by EPA as Notices of Intent, or NOIs) starting on December 21, 2020 (i.e. Phase 2 of the rule). On January 31, 2020, EPA Administrator Andrew Wheeler signed the "NPDES eRule Phase 2 Extension" proposed rule which proposes extending the compliance deadline for implementation of Phase 2 of the eRule by three years, from December 21, 2020 to December 21, 2023. In order for the State to fulfill its regulatory requirements to be the initial recipient of this information, the existing RSP service must be updated to accept all necessary information electronically.
