State Park Police Tip Line
Description
The NJ State Park Police have identified that there have been specific cases where a tip line would’ve been a great asset, especially to the detective unit. With the recent FB post about the parole violator, it brought to light the need for a tip line again. Trenton Communications (dispatch) are busy with all of DEP, not just park police, and in certain instances we would rather have law enforcement personnel taking the information directly.
Project Justification
Obtaining information from the public is critical to successful investigation of law enforcement matters handled by the State Park Police

Detective Sgt. John Cidoni informed me today that Sgt. Heidi Correa has completed improved recordings in English and Spanish. The project is now complete with just maintenance to messaging as needed.
Send Det. Sgt. John Cidoni and Lt. Stoker email asking for update on the message / greeting issue. Asked for update so that tracker can be updated hopefully to “Completed”
Spoke to Det. Sgt. John Cidoni in email about the tip line. SPP is interested in having the message prompts redone as they currently are voiced by three different people, and they feel it will be better if just one voice is used. They have identified Sgt. Heidi Correa who is fluent in Spanish / English to do all the messaging.
I sent an email to Judith Papiez of Treasury who was involved in setting up the tip line asking how we can go about doing the redo.
I inquired with Jeff Ricciardi today about the status of the Tip Line. He informed that it was compete and live. I called it and it seems to be working. I sent an email to John Cidoni and Stephen Stoker of SPP and inquired if they are good with the final product from ATT. I also inquired if there were plans to publish it on the SPS / SPP website and or social media. I’m awaiting a response and upon that response with anticipation of moving this to completed status.
Jeff Ricciardi meet with John Cidoni on Friday 8/12 about final details on number. Jeff confirmed on 8/16, “Yes order is in with AT&T . Once the 800 service is established . we are going to have OIT build the AA with menu options.”
Pete Tenebruso has arranged with AT&T a reservation of the number: 844-PARK TIP. Jeff Ricciardi will be putting in request to OIT for this number / service. This will require AT&T to record (by person) the voice prompts this may take several weeks from time it is requested with OIT.

The 844-727-5847 (844-PARK-TIP) number is reserved. The reservation is good for 45 days. The AT&T rep (Greg Thomas) said we probably need to submit a request through NJOIT (all telephone and cellular request go through NJOIT). I guess once the number is established, we can program the auto attendant. Below is the functionality that was laid out. May be a good idea to finalize exactly what you want while we are waiting for the number ot be ordered.
Jeff - I assume you will process the OIT request. Also please add anything I missed….this is all new to me.
First Prompt:
Press 1 for English
Press 2 for Spanish
Second Prompt (in either English or Spanish, based on caller's choice):
If this is an Emergency, Please Hang Up and Dial 911 (Or can a call be forwarded to 911?)
Did we want this to be the WarnDEP number? I thought in the meeting I heard the concern that if a caller is told to call 911 the call will not get to SPP (DEP dispatch) but go to municipality?

I reached out to AT&T rep. He said:.
877-657-2757 (877-NJ-PARKS) is available. Also 844-727-5847 (8444-PARK-TIP) as available. Nothing available for the other two.
Monthly charge would be $9.90 plus usage. Usage would be 4.2 cents per minute intrastate and 2.4 cents per minute for interstate.
There is some reporting. I think we may send the inbound call detail via FTP to OIT. I’d have to check. In the portal, you can pull down usage summary data – monthly, day of week, originating area code.
Toll-free service doesn’t support text, images or video. We can support those functions with our Global Smart Messaging Suite (GSMS) via a shortcode. GSMS also supports outbound notification functions, too, that may have some other value for you. I’ve got a few guys on our team that are familiar with GSMS that I can have walk us through the product if you’d like.
In the meantime, want me to reserve one of those TFNs?
Let me know ASAP if you want me to reserve one of the numbers.

All,
It was great meeting everyone and I appreciate everyone's time and efforts. Some additional info we covered in the meeting:
-hopefully the tipline can be a nationwide, toll free number
-the NJSPP tip line should have a prompt that would send the caller to 1-877-WARN DEP just in case the caller called the tip line by accident or if the caller is calling in a tip that is currently occurring and needs immediate park police response
I agree with all that was said below and would have the following suggestions for a SPP tip line number. .....which I just stole from Peter's email:
1-XXX-SPP-TIPS (My favorite)
1-XXX-NJ-PARKS (OK)
1-XXX-PARK-TIP (GOOD)
1-XXX-TIP-PARK (Least Favorite)
I am open to any other suggestions for the tip line number. It's almost as difficult as naming a child or coming up with a fantasy football team name!!
Thanks again all,

Subject: RE: SPP Tip Line 7/28/222 Meeting Recap
All,
Below is my take on the Teams meeting today for setting up the SPP Tip Line
Discussed pros and cons of going with WarnDEP (adding Tip Line as a prompt) or with a dedicated line via Hosted Voice Services
Although WarnDEP makes sense aa centralized place and is out in the public there were concerns about;
Adding to an already crowded phone option / prompt tree that would have 5 prompts. This could lead to tips not getting to SPP
Added call volume to the dispatchers.
Need to setup prompt recording with ATT (take time)
The Hosted Voice Services will be pursued
Setting up on the HVS system will provide a dedicated Tip Line for SPP
Need to determine what phone number we want to use. John Cidoni to provide options that Pete T. will run by ATT.
Harry W. recommended
That the line be toll free
Look into reporting functions on number of calls and other analytics for reporting.
Other options wanted
Ability to send a text, pictures, or video Tip Line.
Please add to or edit what I have here. John C, let us know how SPP wants to go with this and the possible numbers to run by ATT and we’ll go from there.

Maybe use of hosted voice services (AT&T Clear Span vs. Softphone). Need to connect Lt. Stoker with background on options. Pete T. has been lead on Softphone. Ben has a recent Softphone number in order to appreciate the service. Neal Krause is contact. Ben is able to investigate for now.
State Park Police looking setup phone lines as:
The Detective Bureau asked if the phone number could be something like this;
1-XXX-SPP-TIPS
1-XXX-NJ-PARKS
1-XXX-PARK-TIP
Would it be possible for to have the caller hit a prompt that would say:
Press 1 for an Anonymous Tip
Press 2-if you would like a Call Back or Follow up phone call.
