Recycled Content Law Manufacturer Registration and Billing
Description
Information provided by California’s Department of Resources Recycling and Recovery indicated upwards of 1,000+ manufacturers registered under similar programs in CA. With New Jersey’s Law being more expansive, we anticipate the number of covered manufacturers to be much larger, though a full estimate is not known at this time. States with comparable policies have established procedures that accomplish similar goals that this project aims to achieve. Additionally with the large number of expected registrations, the division does not have the staff to manually enter the data and separately bill each manufacturer.
Project Justification
On January 18, 2022, Gov. Murphy signed P.L. 2021, c. 391, New Jersey’s Recycled Content Law. The Law requires manufacturers of covered products to register with the Department and pay a $1,000 registration fee by July 18, 2022 and annually thereafter. This project is needed to compile and store the data from the incoming registrations and bill manufacturers after they register. The Division needs the capability of a centralized location for the data to assist with registration requirements, data reporting and enforcement once the requirements of the Law take effect.

Release Package being reviewed by DBA’s
Chris M. summarized progress on 5/19/23:
we have been working closely with CGI over the last few months to develop the registration process for the law. At this point, the process is nearing completion and CGI will begin delivering the draft release package by end of week. Once the release package is finalized, it will be moved to JEMR where we will have one last opportunity to verify all the functionality from end-to-end before production deployment.
If all goes well with JEMR, the process will be finalized and prepared for launch. We are on schedule to launch the registration process in early to mid June and manufacturers will have until the end of the year to register for the law.
As of today the billing data is in place (AECs are entered and ready). Still to confim RSP and NJEMS info status.
see .msg attached 10/4/22 referring to Sept 22 emails for ongoing pursuit of the RSP service. Still some uncertainty of the best approach to track such projects that have significant added pieces. We could create new Jira records or possibly employ the checklist features inside of a single Jira record.
July 18, 2022 - fillable PDFs coming in now. Billing expected manually in follow-up.
Access DB is storing the details from the PDFs (automated upload with custom code by program).
Jim - we could pull data from Access, use it to create MF entities and batch create activities and billing to go with it.
Joe - can use existing NJEMS data tables to capture the data from the PDF.
Jim , long term we need to build RSP with custom mapping to the data tables from the PDF, plus new screens to view the data if needed - may be re-usable significantly.
First year of data includes some records that are only asked to report once - we will need to get those into NJEMS with a separate effort.
Actions:
1. Jim to set a contract for the RSP in time for next year’s submissions
2. Seth to ensure meetings happen with DOIT to get Access dump for MF (DOIT as tech lead through Michele Z.)
3. Seth to ensure meetings with SRP (Ian) to set up refence data as needed for new activities and for billing and for online payment . SRP as tech lead)
4. Seth’s team can run a std. front end batch billing.
5. Entry of needed historical data
Jim's take- this is three projects:
1. creating NJEMS info data/infrastructure & batch billing
2. Enable online payments AEC 64 & 65
3. RSP build.
Building an activity holder in NJEMS that could go through FSS or some other entry to be mined for specifics. Existing data fields may hold the data.
