Been troubleshooting and updating a few minor issues post “Go-Live”.

DEP has been troubleshooting the VPN Tunnel for Insight Connection problem with OIT, Motorola, Monmouth County Sheriff's Office Insight Broker. next meeting schedule for Wed 7/2/25

“Go Live” Schedule

Go Live now updated to April 25, 2025.  As discussed in semi-annual meeting with DOIT/EM (Harry, Mitzi, Pete, Bob, Knute).   New date provided by Harry.  Pete weighed in on significant effort to expose GIS info into the CAD, and DOIT's role which ends with infrastructure needs while periodic updates fall to 3-part program leads (EM, F&W, Park Police) and/or via vendor.   Harry described 1 to 5-year support from Motorola at $50k/year on the table at last week's meeting.  This is expected to include the GIS updates to the system, with programs doing their part at the data sources.  Sensitive areas designations. etc.     8 new computers are set up manage the CAD and so far working well. 

On Meeting Aug 7 , Agencies said they were not able to get all the data set and features wanted onto the system on time and would like to push this back to Feb-March 2025 which I also agreed. Having a fully working system is better than having a half done system.

because of some unresolved problems with GIS dataset and datatype, along with some problem with the configuration of the Flex system, DEP Agencies would like to prospone the go live date. see email attached

Discussion with EM leads (BVF, Mitzi and Harry W.) with Pete and Knute - clarified that the vendor is a first call with support managing the server. DOIT would get a call if vendor identifies a problem in the network. Motorola is the top lead and has 98% of EM market in the US, so responsiveness is expected to be high. Pete confirmed this leadership role in CAD nationally (Spillman/Motorola) via Gartner contacts. Monmouth NJ, Rockland NY and NYC all happy with same. Failures seem to be around poor resource allocations by adopting customers.

• Had a meeting with “Solution2” and the agencies on Tuesday 4/17/23 and talk about Client Overview, Ticket Generation, (Scope of Work, Out of Scope, Client Responsibilities, Description of Services, Reports and Frequency Table)

• they will require a Windows Server virtual machine called “monitoring collector”. It will require at least 2 vCPU, 2GB of free memory and 75GB of free storage. I will submit a ticket with OIT for it.

• They will remote (with the oversight of DEP agency) into this machine to access flex servers for updates and maintenance.

4/20/23

• email Motorola again asking for their supervisor’s signature for the OIT forms. This is after a couple of emails to them (4/6/23, 3/23/23, without any reply from them. I email them again today including Pete and Kurt on it.

• Will have a meeting with Pete and team to discuss progress and GIS Server (date TBD)

• OIT Loaded the Linux Image; however, they assign the two Linux system with subnet Address that DEP couldn’t access.

• Requesting OIT to change it to one that DEP can access to 10.13.0.0/16 or 10.19.0.0/16. Email Veronica on 3/29/23. haven’t heard back from her. emailed her again today 4/6/23.

• Once the above is done, Jeff Martin can install our security software on them.

• Motorola still haven’t sign the Supervisor portion of the OIT forms. just email Jessica Coker again 4/6/23.

• Find out from OIT Motorola send Windows OVA instead of Linux and have to redo the image.

The server build for the Motorola Flex servers has been entered into the system. The Privilege Escalation form needs to be completed by an admin who needs access to the servers. The Playbook needs to be completed so ESD knows who to contact after hours. I added the FW form just in case you need it and the server build to help complete the documents. The build is now pending the DNS team in ServiceNow.

• Neal said he can see where the legacy data reside but can’t access it or see its size. I ask Tim K to coordinate a meeting with Central Square (Vendor) and Neal on how to access their database.

• Sticking point: Agencies said previous management said we might able pay for the license for the GIS Server and GIS Desktop Advanced Concurrent and said they don’t have the budget for it; however, I spoke to previous management and said that is not the case as the agencies are the one who’s using the system and not DOIT related.

waiting for Tim to submit database size for legacy SQL Server. Neal will need that to see which SQL server to have the space to store that data.

OIT will need to know which SQL Server to point to for legacy data and they can’t proceed before that.

“Motorola’s Solution 2” is waiting in DOIT Procurement. Solution 2 is for configuring and Supporting of the CAD System.

NetMotion VPN will be used by DEP officers on the road - Check with Pete Tenebruso for procurement status

BeyondTrust's Bomgar remote access tool will be used by Motorola for escorted maintenance

Operators are co-located with NJSP at Negron Drive in Hamilton

High-availability/DR

There is no auto-failover. In a situation where the primary site was unavailable, backups would be manually restored to the Flex DB at the secondary site to allow its use.

Question for DEP - How will operators and officers authenticate to the system? Active Directory or ?

DEP to determine where the legacy data are, and make decision regarding location of the data for the new system, i.e., a new DB server, or an existing location.

DEP to determine if they will use either Rapid Notification or VESTA options.

Already purchased, Wen hasn’t begun installation and is getting info and guidance on doing that. Last met to schedule some training. Need to copy VM. Won’t go live for at least a year. Joe meeting with Motorola twice through Oct. NJDEP did a SAR on this already. Wen has lead on install. We need more clarity on roles for maintenance, support, who to call first in breakdowns, etc. Wen and Joe to meet this week on next steps.

Project is now in planning phase. NJDEP is waiting for the vendor to assign a manufacturer implementation manager. Once that is done, resource allocation will begin, and project implementation plan/schedule will be drafted.
