Added John Hutchison as Program Area Lead

A determination was made to transfer this project to DOIT-BGIS based on three separate meetings with Pete Tenebruso (Tams: July 11, 2022), John Hutchison (July 12, 2022), and then with Angela Witcher, and Craig Coutros of BGIS (Teams: July 12, 2022 @ 1:00 PM). This note along with the assignment of this project to Angela Witcher concludes that transfer process from CCSU to BGIS.

The project has been attached it with the Commissioner’s office since DRCC is an In-But-Not-Of DEP. This can be updated later when we know the right program to place it.

@Patricia.Miles (who brought this project to my attention) and I met with John Hutchison and and Erica Vavrence of DRCC on June 23rd, 2022 at 1 PM. The purpose of the meeting was for me to gain an understanding of the need. Following that meeting, scheduled a meeting with Pete for 9:30 AM July 6, 2022.

Following my meeting with Pete, it was determined that further review is necessary by Pete to gain more understanding of the need, and determine the best approach.

I reached out to John Hutchison the morning of July 6, 2022 after meeting with Pete and gave him a verbal update on the approach thus far. In that conversation, John expressed to me a desired to have an online access (similar to that of Land Use) through which users could submit requests/applications directly, and upload all needed files.
