Since this service was turned on in late 2015 only 41 eLOI have been successfully submitted. Due to the complexity of the validations built for this service, many of these submittals take a lot of DLRP help desk support to get the shapefile in good enough condition to get uploaded to the service. A re-engineering of this service is in order. DRLP may want to leverage the browser based shapefile upload feature utilized by the Water Quality Management Plan program.
