Air Refrigeration Reporting RSP Service
Description
The Greenhouse Gas Monitoring and Reporting Rule proposal, which is part of NJ PACT, is currently under development. There will be a need for data collection from natural gas Public Utilities, and facilities using high GWP HFC refrigeration systems. What is needed is an efficient way to collect the necessary information required for the rule in a form that we can run reports on. In addition to emissions information, we will also need to collect information on products sold - quantity, type, and intended use; as well as some information about the facility. We anticipate that the rule proposal will go draft in January 2021 and may go final in March of 2021.
Project Justification
This project is required through legislation P.L. 2019 C.26:2C-41, and is a priority rule for the Department as one of the New Jersey Protection Against Climate Threats (NJPACT) regulations. The rule requires collection and reporting on this data, and collecting it electronically is the only practical way to process and handle the quantity of data that we will be requesting.
