Project Justification
Major priorities of this administration (EJ, equity, Climate, Resilience) depend on effective engagement, collaboration and empowerment, at the local level across the state especially around development. This calls for significant enhancement in CRM aimed initially at local community leaders. Whatever the solution it should recognize a broader CRM gap Department-wide and be implemented with an eye to becoming a holistic solution.

There are two local code systems but neither currently seems to offer a “contacts” feature or module, but one is more robust and carries all but about 20 NJ Municipalities:
New Jersey | Municode Library (only 18)
General Code | Forward-thinking municipal code solutions - has majority of NJ towns and has 4 main solutions that are way more robust than tracking local contacts (meaning it might be added easily). I had gotten email from the company who seemed eager about the potential to develop tools based on state-level utility and benefits. The idea is if a feature is useful to us, more towns will sign-up and more private interests with subscribe to their premium services.

Meeting 2/23, Jim B., Rich, Knute and Artie. General discussion of the need. Jim brought up a water system that was built with some similar contact pieces that might be leveraged. However, we agreed it was worth more research on others with a common need and seeking a way to also simplify the burden on munis to give them one place to updated contacts for the whole state. We may need another DEP system to track specifics, but updated for contacts from a master source. Artie will ask Keiona to research common needs and systems at other agencies and orgs (LOM, NJ Future, etc.). Knute will find and share a common 3rd party tool now used by 90% of munis for local codes. This may have other local gov modules.
Rich Hyjack has heard from Thomas Brinkman on the need and expressed initial concern that Gov Delivery cannot accommodate the CRM needs and that Pega is the only tool DEP currently owns with any truly CRM capabilities which we have yet to deploy.
