Online bidding Platform

Description

DCE administers the Shore Protection Program with express authorization to solicit, contract, and oversee construction of shore protection projects such as jetties, breakwaters, and beach fills under N.J.S.A. 12:6a-1. The current method of solicitation is to advertise projects in a minimum three print advertisements places (newspapers, trade magazines, etc.) with pre-qualified contractors able to obtain the bid package (plans, specifications, and bid forms) through the issuance by DCE staff of compact discs containing the information. As multiple individuals receive calls daily from potential bidders, the chance for information or requests to go unresolved remains high, especially with the issuance of addenda. DCE seeks to remedy this issue through the use of an online bidding platform. Research has been conducted and it was determined that DCE could utilize Treasury’s DPP NJStart platform as a means to disseminate said information. Contractors would have to log onto the NJStart platform and be pre-qualified with our office in order to obtain the files. DPP does not charge agencies to utilize the platform currently, so there is no cost to DCE aside from the manpower to set up the system.
