Saltwater Registry conversion to Aspira (ELS - Electronic Licensing System)
Description
We expect to add saltwater to the set of licenses already in ELS by adding to Aspira contract.
Project Justification
We need to be prepared for possible (and desired) full licensing for saltwater fishing. Regardless of that potential, program seeks to house all licensing data in one system.
