Water Monitoring, Standards and Pesticide Control (WMSPC) Laboratory Information Management System (LIMS) for BMWM - Phase 1
Description
Create web-based data management tool that handles all aspects of laboratory data management. This shall include a station sample scheduling program to organize which monitoring locations are associated with which samplers, web forms to accommodate the various combinations of data entry required by each type of project, database storage solution that is flexible enough to handle all possible projects, simple to use query tools that can search, filter, and query data within the database to retrieve target data subsets of information, ability to export the data out as a .csv or .xlsx file to be used locally for analysis. For known reports and analyses, build a dashboard/switchboard function that automatically generate the canned reports and statistics. A mechanism for the program to easily add parameters and site locations as new projects arise or change from year to year. Customize an output routine of the data into pre-defined file structures that align with what the EPA requires when DEP submits data results annually. to easily add parameters and site locations as new projects arise or change from year to year.
Project Justification
New Jersey participates in the National Shellfish Sanitation Program (NSSP), which is recognized by the Interstate Shellfish Sanitation Conference (ISSC; New Jersey is a member of the conference) and the U.S. Food and Drug Administration (FDA). The NSSP, among other things, develops and updates regulatory guidelines for the sanitary control of shellfish produced and sold for human consumption. The regulatory guidelines are published by the FDA as the NSSP Guide for the Control of Molluscan Shellfish (NSSP Guide). The Department makes the applicable standards of the NSSP Guide part of the Shellfish Growing Water Classification rules through regulations (N.J.A.C. 7:12).

This project is complete, and we are now in support and maintenance mode.
Purchase Order is now with Insight as of 3/7/24. This purchase order is a combination of ITPD 337 ‘Licensed Operator - Web Platform for LO to View Options’ and ITPD 312 ‘BMWM Laboratory Info Mngmt System (LIMS)’.
OMB approved the Carrollton/Insight $490,948.77 procurement package on 2/21/24 and will be informing those that are involved in next steps very soon.
Specialty Systems (SSI) requested edits to the “State of New Jersey Standard Terms and Conditions” document. Additional edits related to “damages/liability” were added so I wasn’t comfortable accepting it. Document has been forwarded on to Pat Gardner to request legal to expedite a quick review to determine if the SSI edits are acceptable.
Procurement package has been approved by both the Division and AC office. Was sent to Budget and Finance on 1/8/24.
Carrollton provided an updated quote on 1/3/24. Insight was the only reseller to provide a price quote. I have requested that the Division begin processing this and alerted them that we have several groups that must review this package and there is a 2/15/24 expiration date. Division will approve, then it will go to B&F because its > 250K, then it should make its way over to DOIT. We will keep an eye on it and jump in if it seems to get caught up somewhere. Two projects are combined in this package, (IPTD-312a: Laboratory Information Management System (LIMS) and
Grace sent Carrollton’s SOW on 11/27/23 to resellers to provide a quote.
Next step is for Carrollton to send a detailed Scope of Work specific to only the BMWM phase of this project to DEP. SOW must contain Carrollton’s custom agreement number. Then this document goes to Grace, and Grace will send to the resellers.

DOIT/WMSPC/Carrollton met on 9/13/23. Julie Nguyen of BWMW walked through the overall data flow of the bureau and demoed several of its databases. Leigh Lager of BFBM walked through their bureau’s data flow and demoed some of their biological databases. Carrollton seem to come away from the meeting with a better understanding of how the programs Access dbs work. Next step will be for Carrollton to contact Jim B.
Met with Carrollton to discuss scope on 8/25/2023. We discussed a phased approach:
Phase 1 being consolidating the multiple existing MS Access data bases into a single MySQL database, normalizing the data/data structure, and developing a front end UI for staff to access, and update the data.
Phase 2 - Develop the additional functionality discussed in this write up into the new front end and converted database. Carrollton has already started thinking of how this would work and feel that the business process/work flows described would fit well as Pega Cases.
This is definitely something in Carrollton’s wheelhouse. Carrollton putting together a detailed estimate that can be used for T-3121 contracting/OIT approval if we decide to go with them and initiate this project.
IT Project Sheet and supplemental info sent to Carrollton for evaluation and possible estimate. Meeting with Carrollton and DEP being set up to do initial discussions.
Jim Bridgewater will set up a meeting that includes Kurt and Neal to learn more details. But one thought is that WMSPC continue on their path of migrating all MS Access databases/tables into MS SQL Server. This has worked well for the Leeds Point field office, and we expect it will work well for others because they can continue to use the front-end MS Access interface. For the longer term, since the MS Access forms are written in Visual Basic for Applications (VBA), we may look for a contractor to redevelop the existing forms as a model and use more updated code and then have the vendor support these systems for DEP.
My initial thought on this was to utilize a software package “Promium’s Element” that the State Department of Health (DOH) uses. The thought being OIT has already approved this, the company has submitted the needed paperwork, etc. Was hoping this could be path of least resistance. After speaking with someone that works for DOH found out that DOH will be moving away from the Element Software. DOH is currently working with OIT on a MySQL backend solution, front-end unknown. DOH said they will send me some contact information to find out more details on what is being built and if we can possibly leverage this as a consideration.
