Enable EJ Projects/Activities in NJEMS Assessments and Create On-line Payment Service for EJ Bills (in-house configuration)
Description
Project involves the configuration of significant reference data to enable assessments and bills to be created and associated with appropriate projects, activities and accounts as well as enabling online payment features.

At EJ check-in 8/15/23, Elaine suggested the billing should be ready for anticipated initial EJIS in September. Most of what we are managing now is AO-related, with one EJ-rule subject entity so far.
We will not be enabling Assessments and Billing at the Project level, as the data model does not support that. To enable billing for EJ, we will be creating a new PI type and activity type specific for EJ billing, and then connect that PI/Activity to the EJ Project
