Licensed Operator - Automate Application Process

Description

Deliverables for this project include …

(1)   RSP Service: Develop an RSP service or online portal to handle the individual pieces of information contained on the License Operator applicant forms.  The main focus of this project is to insert data directly into NJEMS via electronic application submittals.

(2)   Attachment Completeness Check: Include some completeness check logic prior to an applicant submitting their application to DEP.  Depending on the type of license(s) being applied for, the code logic should require the appropriate attachments.  

(3)   License Application Form Completeness Check: If there are missing pieces of data on the electronic form, the user should be presented with an ‘easy to understand’ warning message highlighting to the user what needs to be fixed.

(4)   Multiple Licenses: Ensure that the solution developed can handle any combination of multiple licenses for Licensed Operators.

(5)   Payments: Part of this solution will need to include the handling of payments.  A $70.00 fee is for each application submitted. PSI charges the applicant $104.00 to take an exam each time. We will also need language to state to applicants that if they are in the system already (i.e. they let their license lapse for a year or even a decade), they don't need to submit an application, They just need to notify DEP that they want to sit for the exam and we place them on the PSI eligibility list (this will save us a lot of refunds once the RSP is active).

(6) Addresses: For applicants that are already registered in NJEMS, WSGS doesn’t want any old addresses or phone numbers brought forward.  If an applicant already exists, it should bring up existing contact information and provide a solution to update that contact information if needed.

Project Justification

For NJ water/wastewater facilities, Licensed Operators are individuals approved by the DEP holding any local title, designation, or job description who is on-site at a system a significant amount of time, although not necessarily full time, and who has active involvement in and is responsible for the operation, maintenance, and effectiveness of the system, and who holds a license equal to or higher than that required for the system. License Operators may possess different licenses based on where they work and what they are responsible for at these facilities. These licenses include:
• Industrial Wastewater Treatment System (N License)
• Public Wastewater Collection System (C License)
• Public Wastewater Treatment System (S License)
• Public Water Distribution System (W License)
• Public Water Treatment System (T License)
• Very Small Water System (VSWS License)

There are also additional forms for Licensed Operators in Charge.

DEP is responsible for the oversight of this program.

This system went live on 9/10/25 and the program is already receiving online exam applications and license operator in charge submissions. This project is complete.

OMB didn’t sign off on procurement package prior to quote date expiring. Upon getting new quotes, an additional 1% increase occurred. The latest quote is attached. This also means that the procurement package that was submitted contains an outdated quote because the package was submitted prior to the Dell 1% increase.

This is a new project. I need to meet with folks to find out more details and to formalize over next few weeks. Putting this into Jira so DOIT is aware of need and potentially it could be good fit for the 2.5 million. Will update Jira once I know more.
