Deliverables include …

(1)   RSP Service: Develop an RSP service or public facing online portal where course providers can upload their information directly into NJEMS.

(2)   Course Provider Tracking: Once information has been loaded into NJEMS, course providers shall have capability to view and track roster information that was submitted by their agency.

(3)   Course Provider Edits: If a course provider finds that an error has been made, they shall have capability to make the necessary corrections.

(4)   DEP Course Tracking: DEP needs to easily track course providers within NJEMS, along with any approved course(s) that the course provider is offering.

(5)   Course Verification:   For those providers that are already approved by DEP, they will have a course approval number (most of the times). If a table exists of all course providers so when they submit through the portal, the course can potentially be auto verified that way. If the course provider isn’t recognized, then a message can be shown to state they need to submit through the TCH resource email.

Spreadsheet Look Approach: When course providers submit their information, it should be entered into a standardized spreadsheet look and feel that can handle multiple entries.  See example spreadsheet currently being use

Project Justification

Currently, DEP receives information from dozens of course providers via e-mail in two formats. The first being an excel spreadsheet of licensed operators (for batch upload). DEP staff sometimes must format the Excel file to make it compatible for batch upload into NJEMS. The second method of receiving data is via a certificate of course completion. In these instances, DEP staff manually enter the information from the certificate into NJEMS. Regardless of data receiving method, Excel file or certificate of completion, the information is loaded into NJEMS by DEP staff.

One of the main issues is that once DEP enters the information into NJEMS, the course providers cannot see or review the information that has been entered into NJEMS. Often someone is missed, or the Excel spreadsheet has errors within it which prevent it from being uploaded correctly. This causes a continual cycle of back and forth between DEP and the course provider to remedy the mistakes. It’s very time consuming.

OMB didn’t sign off on procurement package prior to quote date expiring. Upon getting new quotes, an additional 1% increase occurred. The latest quote is attached. This also means that the procurement package that was submitted contains an outdated quote because the package was submitted prior to the Dell 1% increase.

SOW Part 1 procurement package containing projects IPTD 335 - Licensed Operator Application RSP Service, IPTD 336 - Licensed Operator Training Hours RSP Service and IPTD 370 - Water Distribution System Evaluation have been sent to Division’s finance lead for processing. They have been alerted to the urgency to move this through as fast as possible due to the multiple agency reviews/signatures that are required.

This is a new project. I need to meet with folks to find out more details and to formalize over next few weeks. Putting this into Jira so DOIT is aware of need and potentially it could be good fit for the 2.5 million. Will update Jira once I know more.
