Private Forest Land Tax Assessment system modernization
Description
This project would implement a full replacement solution to the Access/SQL system that would allow for online applications and other submissions from customers, tools for processing, tracking and notification including access by local tax assessors to review, add to, and update within the workflow. A review of fitness and viability of NJEMS as a modern platform is warranted given connection to public forested lands and Land Use where NJEMS is likely or in use already.
Project Justification
The program serves an essential role incentivizing private owners of forested land to preserve them as forest rather than sell to property developers. Program success fuels ongoing growth in applications beyond 6,500 per year.
The growth exacerbates the lack of system efficiencies, wasting limited DEP resources. Additionally, program synchronization with other dynamic regulations such as Land Use Resource Protection are hampered by the old and isolated technology.

Meet with Todd Wyckoff and Michael Hart of Forestry. They explained that the focus of this project sheet has been shifted to NJ Treasury / Taxation for implementation. We need to revisit how the SQL database is handled long term however this will eventually also be handled by Treasury as well.
A follow up meeting with DoIT (Knute Jensen) will be scheduled to discuss this development further.
From March 2024, Jim Bridgewater was considering a potential for Carrolton to build PEGA.
