NJPACT–General Permit by Certification Enhancement

Description

With respect to whether this project involves the storage or access to Personal Identifiable Information (PII), our proposed Permit by Registration will be using the DEP-wide Contact page to collect names, addresses & phone numbers. Therefore, WLM expects whatever measures are currently being used to protect this information be utilized for our services.

Enhance the existing GPC service to include the changes related to NJPACT Rules. As with the other GPC’s currently in use, any newly added GPC will be “auto-issued” upon completion of the service, no review from the department will take place. The enhancements affect most of the GPC’s pursuant the Coastal Zone Management, Flood Hazard Area Control, Freshwater Wetlands and Waterfront Development Rules, as they relate to NJPACT.

For certain GPC types, the applicant/agent will need to certify within 180 days that the activities have commenced. (WLM is currently working with Carlton & DOIT on some of the reporting needs, ie applicant reporting the commencement of the activities.) If commencement notification is not received within 180 days, the activity doc status will need to be changed to ???. An auto-email will need to be sent notifying the applicant/agent the need to recertify.

Major Goal: Agent and or Property owner can file a for one or more Permit by Registrations via the portal. The service will not migrate until the application has all the necessary requirements that would deem the request complete. Also, LU would like to use the same Site Information page used by all other LU online services NOTE: Shapefile Upload will NOT be part of the new proposed service.

NOTE: LU would like to reuse the logic outlined in CGI document “Appendix A-DLUR-FHGP Detailed Design Document” dated September 15, 2015 in lieu of Facility Selection Page.

There are no fees associated with the Permit by Registration therefore, the assessment module will not be utilized.

Subgoals:
The public/regulated community will certify compliance with the Permit by Registration requirements.

Project Justification

This project will be a requirement in order to address the new rules and changes caused by the passing of NJPACT. This project will benefit both the public and internal users at DEP. It will save resources as well as promote and support DEP and the States goals for decades to come.
