The human resources with these skills remain limited. The human steps seem to lend themselves to augmentation or replacement by AI and especially AI agents.

Significant funding (up to$100m currently) targeted for the preservation of land for public use will be up against deadlines for expenditure. Without significant added human resources, the targeting of the funds for optimal utility and value of land purchases relative to state goals cannot be realized, with lower valued outcomes as a result.
