Marine Fisheries field data collection app shared for multi-state/ASMFC use

Description

Development of a marine fisheries survey data entry app able to run offline and route data when connected as needed to the states doing collection and/or their partners. The app must be sufficiently flexible/configurable to accommodate the range of data across different existing survey types (some 12 or more) as well as surveys that can be envisioned but are not yet underway. It must also be configurable for uploading/routing collected data to designated state repositories. A main feature of the app would be to standardize the data elements across all states and enforce collection consistency and enhance data quality. Problem Statement

New Jersey and other states participating in Atlantic States Marine Fisheries Commission (ASMFC) do not have a consistent digital entry system for the variety of surveys they conduct and share info about. This is both inefficient and as well as contributing to lower data quality or consistency. Each state building its own entry interface would be much more costly and would still leave issues of consistency and quality.

Project Justification

Without a shared app, data management will continue to be much more costly and inconsistent.
