RAP/ SRRA rule changes. Additional Items needed for RAP Phase II

We have regular meetings about the rule changes for CSRR due to be adopted on 10/21/2025, and their implementation. This month we learned of items that need to be incorporated into Phase II.
The Rules will require GIS compatible Maps of building covered by Indeterminate Vapor Intrusion (VI) Pathway Not Yet Evaluated (IVIP) or Long-Term Vapor Intrusion Monitoring(LTM) if the IVIP or LTM Notices are included in an LSRP’s RAO. However, IVIP or LTM are established at various times so we need the ability to accept submissions at other times.
Add LTM or IVIP Notification Service Class
We are requesting another service class to be included within Phase II “LTM or IVIP Notification”, with two service types, IVIP, and LTM. We can put it under ‘Other’ along with the CEA and IANA.
Service is trimmed down to Pick an PI, Activity, Contacts SI Selection, Stub SI details (only name the SI (designation (LTM or IVIP Type) and Description (building)), LOI like shape file upload and Authorization form upload.
Creates a IVIP or LTM activity, and the SI within it can be picked to be modified (modification consists of renaming or uploading a new shape).
Modify RAO service
If user adds the IVIP or LTM RAO notice in the RAO service, trigger a stub of the LTM or IVIP Notification Service, with SI Selection, Stub details, and LOI like shape file upload. Similar to the CEA Service in RI, but only if triggered, the RAO would display the SI selection page. The query for the SI selection page will only return LTM or IVIP, or both, to be picked, based on which notice or if both were included in the RAO. If the appropriate SI is already in the PI, the requirement to add one is lifted, but the user may still add a new one like the CEA service. If there is no IVIP or LTM SI already at the PI, the user will be forced to add one to be able to continue.
Separate Issue – Modify RA service
We have been informed that in the draft rules that if a CEA has changed at the time an RA report is submitted, a revised CEA Fact Sheet must be submitted for the RA submission to be complete.
On RA the GW page, there is an existing question, ‘Is a revised CEA required?’ If that = ‘Y’ a CEA revision will be required.
Modify the RA service to always show the SI selection page after the GW page. If ‘is a revised CEA required?’ = ‘Y’, then require the user select a CEA and modify it., else let the user continue.
The internals of the “Stub’ Services have already been laid out in the RI for CGI. They would put a nearly identical stub in the RA, with the difference being the RA I think is ONLY for revisions. The Stub in RAO for IVIP/LTM is the same backbone, the same pages as the CEA stub, with the SI details limited to the name and description of the IVIP/LTM which will become the SI’s designation and description.
Please let me know if 1, 2 and 3 can be incorporated in Phase II, I have not seen any JAD notes yet so this could be included, or they are done, the above could be added as a result of our Jad Notes comments. Please let us know how to proceed.

Lynne wanted to touch on Focus permit 4 -is for historic fill only do not need PRCR. May start getting requests to remove PRCRs from exiting historic fill only permits
Items that may imoact ability to merge items into one permit
Do all permit items need to have the same RP, property owner, etc : See "General RAP Guidelines.Scenarios.docx - Do not need same property owner, but need to have one PRCR or matching co-permitees.
Same property owner but different PRCRs - permits cannot be combined. (there may be specific exceptions)
PRCR - for purposes BRAP the PRCR must be the person who was issued the RAO.
Do all permit items need to be at the same PI and/or site: yes but:
-BRAP no longer combing sites now using site to site xref. (likely depends on type of xref).
Even if cross site - sites must "contiguous"
May have to go through BCAIN first to get sites linked before running service.
Matt to write up current rules & procedures for combining sites………..
Do all permit items that require FA need to have the same FA
How do exemptions work?
Can have multiple FA mechanisms per permit requests
In summary, to combine permits:
-All permit components must have the same PRCR(s)
-in general - the combined permit must be at 1 PI (may have to request PIs be combined ( or new single PI be established) with BCAIN first)
-FA - can have multiple mechanisms, posted by multiple parties across multiple requests.
Different components can have different LSRPs (do we need to be able to track LSRP retention under specific subject items, how does certification work)
Permit compliance - would we allow a permit to be combined if one or more component(s) are out of compliance - probably not, but ask Anne next week.
