New TWA Application RSP Service

Description

The Division of Water Quality is requesting the development of a new RSP service that allows for the electronic submission of TWA applications and other related application information to the Department.  This project is driven by the mission, vision, and goals identified in the NJDEP’s FY2025-2027 IT Business & Technology Strategic Plan.

 

This new service should provide (1) an interactive interface for applicants to complete, certify, and submit the necessary TWA application information, (2) the ability for applicants to pay any necessary application fees (where appropriate), and (3) a module allowing NJDEP to conduct administrative review of the application information prior to data being migrated to NJEMS/PEGA.  The service should provide automatically generated emails to applicants regarding the status of applications and, potentially, automated emails to program staff regarding the submission of applications.

Types of activities to be addressed through the service include, but are not limited to:

a.  Applications for new Treatment Works Approvals (TWAs)

b.  Applications for modification of a TWA

c.  Applications for a time extension of a TWA

d.  Applications for reactivation of a TWA applications

e.  Permit application decisions (e.g. administrative completeness/incompleteness, etc…)

This RSP service must account for the many different types of TWAs for which applications are submitted (6 different types of TWAs), as well as the different forms that are submitted based on the type of TWA. The RSP service should provide the necessary validations on the necessary forms, and information contained within those forms, to ensure that complete applications are submitted to the Department.  The RSP service should adequately address circumstances where forms require multiple certifications/signatures when submitted.

In addition, this project will entail the modernization of NJEMS/PEGA to accommodate the display/storage of any additional data elements.

A service that the Land Use Program has created may be leveraged as a starting point for this requested service.

This project DOES NOT involve the storage or access to Personal Identifiable Information (PII).

Deliverables of this project should include…

  1. JAD notes (draft and final)

  2. design document (draft and final)

  3. development of RSP service

  4. development of enhancements to NJEMS (if needed)

  5. UAT event

  6. Production RSP software package

  7. Development of User Guides and training materials

Project Justification

Developing an RSP service that facilitates the electronic submission of all TWA applications, as well as other related forms, is consistent with many of the initiatives outlined in the FY2025-2027 IT Business & Technology Strategic Plan. Such a service is consistent with the IT mission statement to “providing safe and efficient exchange of data with internal and external stakeholders”. The service is also consistent with the IT vision statement in that it would “provide our stakeholders valuable, high quality, forward-thinking IT solutions and customer service…” Lastly, developing this service is consistent with priorities of Goal 6. Specifically, “Increase the availability of online services to facilitate eGovernment goals through design, development, and rollout of additional DEP-Online services”.

This project was created because the program decided to pull the Treatment Works Approvals (TWAs) component out of the original New NJPDES Application RSP Service (IPTD-109) project and keep NJDEPS and TWA separated.
