NJ Water Bank Lead Service Line Replacement Requirements Mobile App
Description
Incidents:
The main incident that drove this project was the failure of all lead service
lines to be replaced under the Newark Lead Service Line Replacement
Program. A contractor hired by the city was purposefully submitting photos
of obscured service line material and misclassifying said material.
This project addresses the need for improved data management and
compliance with NJDEP LSL documentation standards, prompted by specific
incidents and ongoing challenges faced by the Bureau of Construction,
Payments, and Administration (BCPA). Currently, the BCPA manages Lead
Service Replacement Reports and related documentation, but the process is
inefficient and lacks a streamlined application for handling the extensive
data generated from hundreds of inspections conducted annually.
Mobile App and Dashboard Needed:
To overcome these challenges and ensure compliance with NJDEP WRM LSL
Documentation Standards, we propose developing an application that
leverages Survey123 and an ArcGIS Dashboard. This solution will allow
inspectors and engineers to seamlessly upload documents, geographic
locations, and photos via Survey123. The inspections will be logged, and
once approved by a certifying official, they will be mapped to display specific locations along with all associated documents. This system will not only
enhance data storage and retrieval but will also facilitate the generation of
reports, documentation, and analyses required by NJDEP.
