Upgrade NJEMS to Oracle 19c
Description
Need to upgrade all instances of the NJEMS Oracle databases to Oracle 19c to ensure maintenance and operation.

NJEMS Databases need to be upgraded to Oracle 19c to maintain operation and support

NJEMSDev upgraded to Oracle 19c on 6/23/2025. Production upgrade requires movement of the database from dep-ogma server to dep-yosemite server before upgrade. NJEMS Prod upgrade anticipated by 12/31/2025
